2009 Program Review Guide for Institutions Available Utah Higher Education Assistance Authority calls attention to the Federal Student Aid (FSA) posting of the 2009 Program Review Guide for Institutions. The online FSA publication is the first point of reference for the Title IV program review process for postsecondary institutions. The Guide contains general guidelines established by the U.S. Department of Education for use by Department personnel having responsibility to conduct reviews at institutions participating in Title IV student financial aid programs. Schools will find in the Guide information very useful in preparing for and participating in a program review. The Higher Education Act (HEA) requires that institutions of higher education be reviewed to determine whether they meet eligibility, financial responsibility, and administrative capability requirements for participation in the Title IV programs. Among other things, the Guide outlines how institutions are assigned priority for a program review.
