FSA Processes 2009-2010 Pell Grant Initial Authorizations Utah Higher Education Assistance Authority reports that Federal Student Aid has begun processing the Federal Pell Grant 2009-2010 Award Year Initial Authorization for schools that receive Pell Grant funds under the advanced funding method. On May 12, 2009, an Electronic Statement of Account (ESOA) was sent to the schools’ Student Aid Information Gateway (SAIG) mailbox (Message Class PGAS10OP). The ESOA lists a school’s Initial Authorization, known in the Common Origination and Disbursement (COD) System as the Current Funding Level (CFL). The Pell Grant appropriation for the 2009-2010 Award Year was supplemented with funds from the American Recovery and Reinvestment Act of 2009 (ARRA). To comply with the federal financial and accounting requirements of the ARRA, the funding of the Initial Authorization will be handled differently than in years past. Being done in three stages, the initial CFL will be increased by each of the last two steps. Advanced Funded schools will be able to draw down 2009-2010 Pell Grant funds in G5 on Wednesday, July 1, 2009. The Initial CFL can be viewed on the COD Web site’s Funding Information Screen.
