Draft FISAP and Instruction Booklet Available Utah Higher Education Assistance Authority reports the availability of the Draft 2008-2009 Fiscal Operation Report (FISAP) and 2010-2011 Application to Participate in the Campus-Based programs, together with the instruction booklet. Although the FISAP is currently under review, Federal Student Aid (FSA) made the draft document available to allow postsecondary institutions to begin gathering necessary information. Due to the Higher Education Opportunity Act (HEOA), significant changes are being made to Part III (Federal Perkins Loan), Part IV (Federal Supplemental Educational Opportunity Grant), and Part V (Federal Work Study) of the FISAP. Additional lines are being added to these parts to account for new provisions in the HEOA.
