As a service to its participating schools and lenders, Utah Higher Education Assistance Authority offers the following review of recent announcements and releases from the U.S. Department of Education, Federal Student Aid, and related sources. These reminders cover topics of general interest and importance that relate to the administration of federal student aid.

Summary: FSA will implement a new login process for the FAA Access to CPS online and the Student Aid Internet Gateway (SAIG) Enrollment Web sites using an FSA User ID and password to authenticate a user’s identity.

Utah Higher Education Assistance Authority has learned that Federal Student Aid issued a Dear Colleague Letter (DCL) reminding financial aid administrators of their ability to use professional judgment when considering the special circumstances of students and families affected by the economic downturn.
Dan Madzelan, speaking on behalf of Secretary of Education Arne Duncan, reminded aid administrators of their statutory authority to make adequately documented adjustments—on a case-by-case basis—to the information found in a student’s original Free Application for Federal Student Aid (FAFSA). Said Madzelan, “when families experience a layoff, face a costly medical situation, or lose a house to foreclosure, they are likely to feel vulnerable and unsupported.” He went on to state that “most do not know about their right to request that you adjust one or more of the components that determine their eligibility for financial aid.”
The DCL indicates it is appropriate for a financial aid professional to use information that realistically reflects the current and near-term economic situation of the individual and/or family. While aid administrators are encouraged to exercise professional judgment when appropriate, they are reminded of the statutory limitations.
