Plain Language Disclosure Text Approved

The U.S. Department of Education (ED) recently issued a Dear Guaranty Agency Director Letter (DGAD) 99-G-319 regarding approval of the Plain Language Disclosure (PLD) text for subsequent Federal Stafford loans made under the Master Promissory Note (MPN). The PLD text provides borrowers with a summary of key disclosure items from the original MPN and the Borrower's Rights and Responsibilities statement.

The DGAD supplements information contained in Dear Colleague Letter GEN-98-25 (see UHEAA Bulletin Volume 98 Issue 103) and explains when, and under what circumstances, the PLD text must be used. A copy of the PLD text is attached to the DGAD in pdf format. While ED does not mandate the form in which the PLD information is provided, GEN-98-25 prohibits changes, deletions, or additions to the prescribed PLD text.

A copy of the DGAD can be found on ED's web site at http://ifap.ed.gov.  If you are unable to access this web site and would like a copy of the DGAD, please contact Lynda Reid at (801) 321-7211. Any questions regarding this bulletin can be directed to the UHEAA Policy and Training Department at (801) 321-7166 or by e-mail at cjudd@utahsbr.edu.
