Terrel H. Bell Teaching Incentive Loan Program
CONGRATULATIONS FOR CHOOSING TO SERVE!
You’re preparing to serve on a religious mission or otherwise participate in an unpaid, volunteer service experience? We honor you for your willingness to serve others!
We want to help you take the necessary steps to ensure your Terrell H. Bell Teaching Incentive Loan Program (TILP) student loans remain in good standing while you are away. Since you probably won’t be able to concern yourself with these kinds of things after you leave, we will provide you with all the information you need right here on this site.
Please don’t be overwhelmed by this process – we’ll guide you through every step! And please, please don’t just ignore your loans and hope the whole thing will be okay without your attention – inattention now will cause you problems later.
WHAT TO DO ABOUT LOAN PAYMENTS WHILE YOU’RE GONE
You can defer payments on your TILP loans while you're away by completing a TILP Economic Hardship Deferment Request Form. You will need to provide some documentation along with the deferment request.

WHAT ELSE YOU’LL NEED AND WHY. . .
While you’re away you need someone “back home” who can watch over your student loans. It’s not a time-consuming responsibility for them, but there is some paperwork involved. We need to know the name of the person you authorize to have access to your account information. To designate that person use the Third Party Authorization Form (see the instructions below).
WHAT DOCUMENTS ARE NEEDED
- Third Party Authorization Form (Print 1 copy). This is the form that gives us authorization to talk about your student loans with the person you designate. Once you authorize this person to have access, he or she will continue to have access until you tell us otherwise. In other words, you don't need to re-authorize them for every year you are away.
- TILP Request for Economic Hardship Deferment Request Form (Print 2 copies). Deferment is a period of time when you are temporarily allowed to stop making payments. It can be granted for a period of 12 months at a time. Important: You (the missionary) must complete and sign BOTH of these forms before you leave, but don't put a date on one of them. Send one now with items #1 and #3 from this list; the other signed form must be sent later. The person you designated to help you with your student loans must send us the second signed form when the first 12-month period is almost up. That person can date the form before it's sent.
You must certify that you will qualify based on the factor that you will have no personal income during your missionary service.
- In Section 1, list your SSN or account number and your permanent mailing address and telephone number.
- In Section 2, check the box certifying that you are unable to make payments.
- In Part A, describe the cause of the temporary financial hardship (for example: "unpaid missionary service") and include the intended dates of your service.
- In Part B, describe your intentions at the close of the period of service (for example: "start making payments as soon as my service has ended" or "return to school above half-time status").
- Finally, carefully read Section 3, sign and date the form. The form may not be signed by a third party unless you have granted the third party power of attorney and provided us with that documentation. (Power of attorney is not the same as the Third Party Authorization discussed in #1 above; you must sign both copies of the deferment request unless you have given power of attorney authority.)
- Your “Mission Call” letter (1 copy). This provides us documentation of your unpaid service.
